Absztrakt: A nemzetközi szervezetek az ezredfordulón egymás után fogadták el a korrupció elleni egyezményeket és konkrét intézkedéseket. Az Európai Unió e nemzetközi trendhez csatlakozva – részben saját működési tapasztalatain okulva – szintén intézkedéseket fogadott el a korrupció visszaszorítása és az Európai Unió pénzügyi érdekeinek védelme érdekében, majd 2011-ben az Európai Bizottság ambiciózus közleményt bocsátott ki a korrupció elleni uniós küzdelemről. A közleményben foglalt célkitűzések megvalósítása és egy koherens uniós antikorrupciós politika kidolgozása kezdetben jól haladt, azonban 2014-et követően mindez megakadt, és az eredeti célokat részben feladva új irányba fordult. Jelen tanulmány arra keresi a választ, hogy milyen strukturális és politikai okok nehezítik az egységes uniós antikorrupciós politika kialakítását és 2014 után milyen új uniós kezdeményezések célozzák a korrupció visszaszorítását az uniós intézmények, valamint a tagállamok szintjén.

Abstract:

At the turn of the millennium, international organizations adopted successive anti-corruption conventions and concrete measures. In line with this international trend, the European Union, partly learning from its own operational experience, also adopted measures to curb corruption and protect the European Union’s financial interests, and in 2011 the European Commission issued an ambitious communication on fighting corruption in the EU. The implementation of the objectives set out in the communication and the development of a coherent EU anti-corruption policy were initially well advanced, but stalled after 2014 and partially reversed the original objectives. This study seeks to answer the structural and political reasons that make it difficult to develop a coherent EU anti-corruption policy and what new EU initiatives after 2014 are aimed at fighting corruption at the level of the EU institutions as well as the Member States.
